The whole point of the NATO phonetic alphabet is that "Bravo" means the letter B no matter which country's air traffic controller you're talking to. In principle, that's true — ICAO's version is the single global standard for civil aviation, adopted by essentially every country on earth. In practice, the way it actually gets spoken has more regional texture than most people realize.
ICAO doesn't just publish the code words — it publishes a specific phonetic pronunciation guide alongside them, because the same English spelling gets read very differently depending on a speaker's native language. "Delta" looks straightforward to an English speaker, but ICAO's guide spells out the intended syllable stress and vowel sounds precisely (DELL-TAH) so that a controller in Tokyo, Cairo, or São Paulo produces something close enough to the same sound. This guide is the reason the "correct" pronunciation of each word is often slightly different from how a native English speaker would casually say it.
Despite the guide, real-world radio traffic isn't recorded in a lab. A French controller's "Whiskey" and a Japanese controller's "Whiskey" are both universally understood as the letter W, but they don't sound identical, because certain consonant clusters simply don't exist the same way in every language. This is a known, accepted reality of the system — the code words were chosen specifically because they remain distinguishable even when pronunciation drifts with an accent, not because every speaker produces them identically. The goal was never uniform pronunciation; it was reliable comprehension despite pronunciation differences.
Civil aviation follows the ICAO alphabet strictly, but some countries' domestic military or police forces historically used, and in rare cases still use, older or locally adapted phonetic codes for internal, non-aviation radio traffic — separate from what's spoken on international aviation frequencies. These are not interoperable with the ICAO standard and exist specifically for closed internal networks. If you ever hear a phonetic word that isn't on the standard A-to-Z list in a domestic context, it's very likely one of these legacy internal systems rather than an error.
Numbers get the same international treatment as letters, and this is where a lot of newcomers get surprised. "Niner" instead of "nine" isn't a quirky aviation affectation — it exists specifically because "nine" collides with the German word "nein" (no) in radio conditions where a controller might be listening in a second language. Similarly, "tree" for "three" and "fife" for "five" exist to avoid consonant sounds that don't carry reliably across languages or through static. These pronunciation rules are taught explicitly in ICAO-standard air traffic control training worldwide, regardless of the controller's native language.
